| Children's Bureau was founded over 100
years ago on the premise that no child should suffer at the hands of a
loved one. Our mission is to protect children, strengthen families and
help to build caring communities. Child abuse can be prevented if we give
parents the tools, resources and guidance they need to raise successful
and productive children. The Orange County Division was founded in 1991 with a specific focus on helping these families with children who are newborn through age five. 92 percent of those families live at or below the poverty level. The familiar stressors leading to child abuse are abundant, including abuse, isolation and illiteracy. Today, more than 5,000 at-risk children and families seek help through our prevention programs each year. We offer parenting classes, support groups, children's activities, school readiness services, in-home counseling, health care information, ESL classes and much more. Many of these services are offered through our family resource centers located in Anaheim, Fullerton, Huntington Beach and Santa Ana. All of our services are offered at no charge to the family. Prevention is not only the key to stopping child abuse, it is also cost effective. We spend approximately $3,000 a year to provide an at-risk family with intensive in-home counseling and support services. Conversely, it costs $17,000 a year to keep a child in a foster family home and $61,000 a year to place a child in a residential group home. Clearly the child, family and our community are best served when child abuse is prevented. We know it works. We see it every day in the eyes of a proud parent and in the smile of a thriving child.
